Board of Supervisors adopt a Comprehensive Plan

The Marshall County Board of Supervisors approved a motion to adopt a Comprehensive Plan, revised Zoning Ordinances and revisions of subdivision regulations at the December 15 meeting of the board.

Nathan Willingham, with Slaughter and Willingham of Oxford, have worked on the Comprehensive Plan and related documents for about a year.

An extensive public hearing process was conducted to gather input from elected officials and the public.

Willingham thanked the board of supervisors for help from the staff, including zoning administrator David Johnson and county administrator Tim Powell, in conducting the studies and gathering of information requested.

The board approved motions to adopt the Comprehensive Plan, the revised zoning ordinances and subdivision regulations. The plans go into effect January 15.

In other business, building and grounds supervisor Simpson Stroupe said the pad to be put in for Medic Station #1 will have to be raised six or seven inches. A contractor will come in and build the pad.

Stroupe said the contractor is getting lined up to start construction of the station, located behind the old jail off Eddie Lee Smith Drive.

Holly Springs Mayor Charles Terry visited the boardroom to ask the county’s assistance in repair of an apron at the Chulahoma Bridge. The city will provide the materials and road and bridge manager Mario Jeffries, will smooth surfaces out and apply asphalt.

District 2 supervisor Johnny Walker said with cold temperatures setting in, asphalt plants will be shutting down until spring.

“I understand the weather issues,” Terry said. “If possible, get it done, but when you are hauling.” District 5 supervisor Ronnie O’Neil Bennett made a motion to help the city with the surface preparation.

Circuit Clerk’s report

Circuit clerk Monet Autry discussed preparation of voting precincts for the 2026 elections. There is a mold issue and District 1 supervisor Goston Glover said he wants to move the voting precinct in Red Banks from Red Banks Church, back to the Red Banks Fire Department. He said he wants the fire department upgraded. “It’s a mess,” he said. Building and Grounds supervisor Simpson Stroupe said the precinct will be upgraded at the fire station for primary elections coming up in March.

Painting and sheetrock was upgraded last year.

“There is not much,” he said.

Autry said a board order is needed to move the precinct. Eleven hundred voters will have to be notified of the change in precinct location, she said.

The board approved a motion to move the poll to the fire station.

Autry said another precinct has an issue and needs to be solved before the next election.

Stroupe said the Hudsonville Precinct has been brought up to standard with the acquisition of new land. A septic system has been installed and bathrooms installed, he said.

Autry said federal elections for U.S. House and Senate races will begin primaries in March.

Special elections in Mississippi will be on the ballot in November. And the school board position in District 5 will be coming up in 2026.

Primaries for U.S. House and Senate seats are set for March 10 with primary runoffs set for April 7. The general election is set for November 3 with runoffs set for December 1.
