McAlexander represents Marshall County

Marshall County had one of it’s youth represent the county in shooting sports competition nationally, according to Ronnie Jones, retired county extension agent.

He said McAlexander competed in Nashville then went to Nebraska for national competition.

“It’s not every day we have someone represent Marshall County in National competition,” Jones said.

District 3 supervisor Keith Taylor made a motion to contribute $500 toward travel expenses for McAlexander if it is legally possible and the board voted unanimously to provide the support.

Marshall County Emergency Management Coordinator Leland Reed said he is getting fire contracts renewed with the fire departments. He has received renewals from all departments except Holly Springs, Potts Camp, and Waterford, he said.

“We’ve got Chulahoma in here, too,” he said.

Taylor said fire departments have to be compliant with reporting requirements in order to get get their contracts with the county renewed.

Reed reported a situation with a Marshall County citizen burning construction material on Strickland Road. DeSoto County residents are complaining, he said.

Taylor asked if the county has a burning ordinance.

Reed said the state has air quality control laws.

There are two issues, Taylor said, hauling construction debris which should go to the landfill and burning of construction wastes.

Reed said he does not know the source of the construction material.

“Does he have a construction permit?” asked board attorney Amanda Whaley Smith.

Zoning director Ken Jones said if the individual is a contractor, he should have a business license.

“There’s nothing legal about this dumping or burning,” Jones said.

The board approved a motion to give Reed and Smith authority to investigate the situation.

E-911 coordinator Cathy Hannah asked for board approval to get the shredder truck to come destroy old documents from justice court and circuit court.

She also requested approval to lease a 911 recorder that tracks all calls coming in to 911. The board approved renewing a lease with Integrated for $29,800.

She said the recorder will work with existing equipment at 911.

The board approved the upgrade in recording equipment and a contract renewal.

Zoning administrator Ken Jones presented a plat for Deer Creek Subdivision consisting of five lots located at the corner of Deer Creek and Cayce Road. He said the area is in a flood zone.

Taylor objected to approving the subdivision plat saying building in a flood zone “is nothing but nightmares” after homes are sold.

“The homeowner is stuck with all the backup waters,” he said.

The board voted to table the request for approval of the plat.

The board discussed a request for rezoning of a church property to C-1 for a telephone tower at Cayce Baptist Church, near Goodman Road.

“How can a church have commercial property?” asked District 5 supervisor Ronnie Joe Bennett. “The church can’t because they are not taxed.”

“I am not against the tower, but is it legal?” asked Taylor.

Bennett said the church would get money for renting the tower. A problem with a church owning commercial property was once a problem at Moore Plantation, Bennett said, when the property was given to a church and then the church had to give the property away, because it couldn’t sell it.

The board voted to table the request for rezoning a property for the tower.

Jones said a request to rezone lot 12 at the intersection of Marianna and Chulahoma Road was denied by the planning commission. The owner had requested to rezone the property to allow the construction of a store at Warsaw.

District 1 supervisor Charles Terry reported on his trip to the summer conference. HB 1149 will establish a Department of Child Protective Services separate from the Mississippi Department of Human Services, he said.

He also stated a concern that right-of-way maintenance crews hired by the City of Holly Springs to clear brush under power lines are leaving all the brush on the right-of-ways. The board passed a motion to write a letter to the City of Holly Springs concerning crews leaving tree trimming debris on the roadsides.
