HSUD to build drive-thrus

The Holly Springs Utility Department is preparing to construct another drive-thru in the front parking lot.

Mayor Sharon Gipson and the board of aldermen discussed the design of the project which was planned for during the Kelvin Buck administration.

Gipson asked for approval to hire IMS Engineering firm to design and oversee the construction of the drivethrus for a price of $29,125.

She said the operations of the payment window in the parking lot will not be inter fered with during the construction by a company, ADT.

“ADT will do part of the constr uction and be responsible for the tubing,” Gipson said. “Some of the supplies and equipment are already purchased.”

Ward 1 alderman Bernita Fountain asked if there would be an hourly fee by IMS to oversee the constr uction.

Board attorney Keith Perr y said there will not be an extra charge to perform on-site inspections and cover building codes while the drive-thrus are built.

During the Buck administration, plans were developed to add two drivethr u lanes in front of the parking lot away from the building and to move the kiosk to a third lane on the outside to make it a drive up.

Gipson said the utility will continue to operate its office hours during the construction.

The board of aldermen approved the measure 4-0 with Ward 3 alderman Colter Teel absent for the meeting.

Gipson said IMS will be consulted on some drainage problems in Ward 2 where sink holes ar e developing in Henley Park and some homes in the area along the creek are endangered due to the banks of the creek collapsing. IMS would advise the city on how to stop these erosion problems.

Fountain asked for more information.

“I would like to know the cost,” she said. “I know there is a need for it and right away.”

Gipson asked aldermen to provide a list of road repairs needed in each district so they can be addressed. She said the road at the cemetery would be overlaid before the end of the year.

“They also looked at the pavilion,” Gipson said.

The mayor did not say if any modification on the pavilion at Spring Hollow Park has been made but all caution tape has been removed from the structure.

The board heard a discussion of repair of heat and/or air at the Holly Springs Utility Depar tment, the Sims Building and at the Eddie Lee Smith Multi-Purpose Center.

Gipson said she has received some quotes

HSUD water manager Eddie Jef ferson asked for approval of quotes for the repair of the 12-inch ef fluent meter at Plant #1. He said the meter records water use daily for obligatory reports to the state. Donald Smith bid $4,935 for the repair and a quote of $6,910 for a new motor

Jefferson said the motor pumps water from the well to the treatment plant before the water goes into the storage tank.

He said HSUD has four wells but one is not maximizing its output because the motor is worn.

The bid for the motor repair from Smith is $8,795.

Luckett Pump and Well Ser vice bid $9,939 on the motor repair, Jef ferson said.

The board approved the bid of Donald Smith.

In other business, the board of aldermen:

• appointed Mar vin Bur t as drainage supervisor at a salar y of $40,000 a year.

• approved travel. Fire chief Rodney Crane and assistant fire chief Shane Womack will attend the midwinter fire chief’s conference in December. Allen Hall and Travian Jeffries will attend hazardous material technician class at the state fire academy in December.

• approved advertising for bids for city ser vices.

• authorized transfer of $147,016 in sales tax receipts for the month of October to general operating fund.

• transferred $2,173 to the public money market fund for the October tourism tax receipts. A payment of half of that, $1,086, was approved to go to the Holly Springs Tourism Bureau.

• approved transfer of $27,241 in October tourism tax receipts to the public money market fund. Payment of $13,620 was approved for payment to the Holly Springs Tourism bureau.

• discussed a pole attachment agreement with Comcast. Alderman Dexter Shipp made a motion to approve entering an agreement with Comcast and Alderman Patricia Merriweather seconded. The motion passed with Shipp, Merriweather, and Fountain approving the measure. Ward 2 alderman Andre Jones abstained.

Special called meeting Nov. 22

The board met T uesday, Nov. 22 to discuss several items. Aldermen Bernita Fountain, Dexter Shipp and Patricia Mer riweather attended.

The following items were discussed:

• heat and/or air conditioning repairs to the Multi-Purpose building and the Holly Springs Utility Depar tment building.

Zinn’s heating and air quoted $18,278 on the Multi- Purpose building and Octavius Bowen quoted $19,500. The quotes were accepted.

• authorized auditors to perform the annual financial repor t for Fiscal Year 2021.

• authorized payment of $56,010 to the Holly Springs School District for October’s ad valorem tax collection.

• authorized a payment of $2,791 to Commerce Bank.

• approved purchase of two heaters from T ractor Supply.

• discussed sick leave pay and the employee handbook. No action was taken.
