Curfew may deter crime

The City of Holly Springs is drafting a curfew ordinance for minors to be presented to the public for comment September 18 at 5:30 p.m. in city hall.

Mayor Sharon Gipson said curfews for minors have been shown to deter crime in certain communities.

A motion to prepare the ordinance passed 3-0 with aldermen Colter Teel and Patricia Merriweather absent for the vote.

A standoff between the mayor and board over hiring was broken at the August 2 meeting with a number of people approved for positions.

These people were offered the following positions:

• Charles Campbell, general laborer, street department.

• Courtney Boyd, general laborer, streets.

• Calvin Jeffries, apprentice lineman.

• Kelvontae A. Talley, apprentice lineman.

• Sean Eason, groundsman.

• Marques Ford, general laborer, water department.

• Donnell Tucker, general laborer, gas department.

• Dustin Johnson, apprentice lineman.

• Corey K. Jeffries, general laborer, water/wastewater department.

• Pansy Huey, transfer to administrative assistant to assistant electric superintendent manager.

• Jackie Falkner, mail clerk/telephone operator supervisor, utility department.

• Bonnie Raimey Nunnally, customer services, new services clerk, utility department.

• Latosha Faulkner, customer service liaison, utility department.

• Jaqueline Sellers Hampton, customer service teller/cashier, utility department.

Five people were absent and actions on motions put off. Three recommended did not get motions to hire.

The following people were approved for continuing education:

• Leron Weeks and Rodney Crane will attend the Mississippi Emergency Management Agency Intermediate Incident Command Structure for Expanding incidents/advanced ICS command and general staff meeting put on by the Federal Emergency Management Agency. A resolution to provide premium pay for Mississippi Law Enforcement Officers was approved.

• Javarrius Jeffries will attend the Mississippi Damage Prevention summit in November.

• Tracy Reynolds will attend the Mississippi Natural Gas Association Operator Conference in September.

• Sasha Marsh will attend the Mandatory Municipal Court Clerks Conference in September.

Other board actions included the following:

• appointment of Gipson and alderman Dexter Shipp to the board of the Marshall County Industrial Development Authority.

• execution of a rural fire protection agreement between the city and Marshall County.

• appointment of city attorney Keith Perry as legal representative for the city in the cast-iron replacement project.

• approval of G & D Services to repair the Minor Street Pump Station at a price of $26,800.

• transfer of $176,829 received from the Modernization Use Tax to the general operating fund.

• ratification of transfer of $958,550 in American Recovery Plan Act funds to an ARPA account at Unity Bank. The money represents the second half of the allotment to the city.

• authorization of payment of $3,551 to the Mississippi Department of Finance and Administration for June 2022 court assessments. An additional $321 was also approved to pay the Mississippi Department of Public Safety for the June 2022 court assessment. These payments are mandatory.

• authorization of payment of $91,707 to the Holly Springs School District for ad valorem taxes received.

• approval of a final payment of $58,250 to B & B Specialty Contractors for renovations and restorations on the Old Water and Light building. The board also approved a payment of $21,877 to Mills and Mills Architects under the same project.

• approval of a privilege license to sell beer for CJ’s Lounge by owner Sharon Mitchell.

• approval of a resolution for $1,000 in pay for police and firefighters from the COVID- 19 funds for those who meet the state requirements.
