County moves forward on construction items

The Marshall County Board of Supervisors continued to move forward on a number of construction projects at the March 16 meeting.

County Engineer Larry Britt submitted a pay request from Eubanks Construction for $298,908 on sewer work at the battery plant site.

Britt said there is a need for about 5,910 yards of fill for the Blackwater Bridge raise project. The total needed to complete the project is 12,277 yards, he said.

Britt said the timber headwalls were removed from one of the bridges and about $55,670 will be needed to start the fill process to build up the road.

Supervisor George Zinn III said he is concerned in bringing the fill in and compacting it properly. He is also concerned about compacting the head wall.

Supervisor Johnny Walker said rip rap may as well be used. About 200 tons of rip rap can be used around the edges and sides of the two bridges.

“I think we are going to be calling for pipe extension (between the two bridges),” he said.

Zinn asked if steel pipe will be put in. Britt said there needs to be about eight feet of the three-foot diameter steel pipe.

“Three feet in diameter. It’s steel, not corrugated pipe,” said Road Manager Mario Jeffries.

“Would we weld it?” Zinn asked.

Supervisor Ronnie O’Neil Bennett said the county could get the pipe and get Contract Fabricators Incorporated to put it in.

Britt said the pipe has to be put in before adding the fill dirt to raise the road above flood plain.

“If you can find steel pipe, that’s what I would use,” Britt said. “You need to approve change order # 1 for $55,670.

“CFI may have it laying around,” Bennett said.

Tim Powell, county administrator, said quotes may be needed or the pipe advertised for bids in the newspaper.

Britt submitted a number of permit requests from Comcast:

• an aerial line permit is requested to run from one pole to another inside the county right-of-way at 4781 Cayce Road.

• about 1,200 feet of line is requested at 387 Mt Pleasant Road in Red Banks. The majority, except 32 feet, is bored.

• about 1,151 feet, almost all aerial, is going up at 525 Mt. Pleasant Road.

• line will be placed on existing poles at 1362 Quinn Road.

• 436 feet is to be run at 170 Cothern Road.

The board approved the permits from Comcast and a request from AT&T for a directional bore of about 13,000 feet on Taska Road and McClure Road.

The naming of a stretch of road south of Roxul in the Chickasaw Trail Industrial Park needs an official name, said Supervisor Johnny Walker.

“Why don’t we just name it Roxul Road?” asked Walker.

“They need an official address for 911,” said Justin Hall, executive director of the Marshall County Industrial Development Authority.

“Name it Dixon Road,” Walker said and made a motion that was unanimously approved.

Hall said there is no name for a new road that Panattoni Development Company built.

They want it named Abbott Road after a man who worked for Panattoni Development Company, Hall said.

Board attorney Amanda Whaley Smith suggested naming the road Abbott Way. It would run from Roxul to Norfolk Southern Railway.

The board approved naming the road Abbott Way.

In zoning business, administrator David Johnson asked for the release of a letter of credit for Twin Lakes Phase 3 subdivision. The final lift is on.

Zoning approved a request for a plat revision in Warsaw Subdivision, Johnson said.

The landowner has seven acres, not in the minor subdivision. The property owner asked to reduce the size of a couple of lots so he could hold eight acres out for himself and his brother.

“He has to do a plat revision,” Johnson said.

The property, in back of the minor subdivision, is not included in the subdivision.

Johnson submitted several cleanup recommendations: • Victoria Mobile Home Park in District 4 on Cayce Road. The owner put in an RV and ran a sewer pipe on top of the ground and added a porch so it is considered a primary residence. The board approved the cleanup recommendation.

• 180 Southbrook Drive off Hernando Road in District 4. Multiple inoperable vehicles are on the property.

• 36 Jon Cris Road in District 3. Multiple inoperable vehicles are on the property. The board approved a cleanup recommendation.

• 166 River Ridge Circle in District 3. Debris and inoperable vehicles including lots of trucks are on the property. The board approved the cleanup recommendation.

• 49 east Roper Subdivision in District 3. An empty lot has tall grass, trees and debris. The board approved a cleanup recommendation.

During the supervisors report, supervisors Terry Rodgers and Ronnie O’Neil Bennett had prospective litigation to discuss in executive session and Goston Glover wanted to discuss personnel in executive session.

Zinn said he is concerned about the hospital building and wants to talk about the lease to Dr. Kenneth Williams. He said there is also water coming in from the roof and the county may want to stop the leak.

He made a motion to assess what it takes to stop the leak and it passed by unanimous vote.

Chancery clerk Nicole Phelps passed out proposals from Dr. Kenneth Williams to enter a partnership with Marshall County and Alliance Healthcare System.

In other action, the Chancery clerk:

• submitted credit card statements for fuel purchases.

• asked for approval to travel with the county administrator and deputy clerks to a conference in Jackson in April.

• submitted compensatory time requests from the sheriff’s department.

• submitted claims for $660,708.

Tim Powell, county administrator, submitted the following items:

• approval of a contract with Hemphill Construction for a waste water grant.

• approval of a motion to close out the Barringer Road North construction project.

• approval to apply for an unmarked vehicle tag for a recently purchased pickup at the sheriff’s department.

• approval to sign an agreement with Looks Great Services for the amendment of a contract to take ice storm debris to the landfill.

• a motion to authorize solid waste disposal of ice storm debris to the landfill at $ 5.04 a yard.

• a motion for the board to sign off on a Statewide Mutual Aid Compact Agreement.

• a request for approval for Jason Motz, emergency manager, to apply for a grant to renovate facilities for storage or to use a burned out building at the landfill for storage space.

• tabled a motion to open bids for debris monitoring.

• discussed cleaning of community centers.

• tabled bids for county materials and services.

The board heard quotes for a Lowboy trailer and for digital speed limit signs. People have been shooting the signs, according to Road Manager Mario Jeffries.

Board Attorney Amanda Whaley Smith opened a public hearing to abandon a portion of Matthews Corner Road. There was no public comment and the hearing was closed.
