Construction projects notched forward

County engineer Larry Britt reported on progress on construction projects in Marshall County including several at the battery plant site in Chickasaw Trail Industrial Park.

Phase 9A contract to construct a sewer lift station at Project Poppy was signed and a motion made to proceed with work. The sewer extension from the Poppy site will connect with the county sewer on Dogwood Road.

Supervisors approved a pay application for $254,980 from Ste Bil Grading for construction on North Barringer Road. An Appalachian Regional Commission grant will pay for the work.

Pay application No. 5 for $414,743 from Trey Construction was approved for work on the Hyline Drive sewer line construction, paid for by money the county received from the ARPA (American Recovery Plan Act) funds.

Pay request #2 from Yancey Brothers Construction for $928,332, was approved for the completion of the 5A road at Project Poppy.

Britt said Phase 9B for a sewer force main for Project Poppy to extend to Highway 302 will be bid September 12.

He reported on survey of the Isaac Chapel Community Center where water was standing at one corner of the playground.

Britt said in trying to locate the corner of the property it was discovered that the fence fell short of the survey pin, so the county appears to have more land at the site outside the community center fence.

The board approved a survey of the property.

Zoning administrator David Johnson suggested the moratorium on rezoning in the county be extended to the November 17 meeting to provide time for the comprehensive planner to complete revisions of the county land use ordinances.

Two property clean-ups orders were continued.

Tax assessor Barbara Belfoure said all tax assessment appeals were resolved except the one with Amazon which is in litigation with the county over its assessments.

Belfoure said she could not complete the recapitulation of the tax rolls until a problem with the Delta Computer system is resolved.

Belfoure asked if the interlocal agreements with the municipalities could be updated to reflect current conditions.

She was concerned the agreements reflect negotiations between the municipalities and the tax assessor and collector’s commissions per parcel for the work of the two offices.

Chancery clerk Nicole Phelps reported the claims docket at $938,032.

County administrator Tim Powell asked for a motion to contract with Grinder, Taylor and Grinder for $1.1 million to build Medic Station No. 1.

E-911 addressing coordinator Stacey Reed provided a road registry update.

Roads not in the registry included Adolph, Arvon, Dunlap, Fred, Martha, Mattie B., Old Clear Creek, Old Highway 310 roads, Perry Drive, and Sims, St. Paul Cemetery, Sweetie, Talley, Tuggles, and Withers roads.

Many of those on the list were short distances off other roads a half mile or less and dead ends.
