Britt reports on projects in the Trail

County engineer Larry Britt reported on active construction projects in Marshall County at the March 2 meeting of the board of supervisors.

Progress on construction at the Amplify battery plant are progressing as follows:

• pay application number five for $144,833 to Donald Smith Inc. was approved. The project, Phase 2A, is for construction of water wells to serve the battery plant. He said this is the final closeout payment on the wells.

• pay estimate #4 to Cleveland Construction for Phase 2B water treatment facility was approved for payment at $320,530.

• pay application number 6 for Phase 3A for road construction by Townes Construction for $139,413 was approved. Britt said this is for about 1,300 feet of road and paving at the main entrance to the north near the roundabout to the battery plant. About $750,000 in work remains.

• pay request #4 to Eubanks Construction for $241,588 on Phase 9 for the sewer project was approved.

Britt said the Blackwater Bridge raise project is about wrapped up with Ste Bil Grading agreeing to help bring in fill material to raise the elevation on the roads between the bridges.

Ste Bil has estimated 12,000 yards of material was needed and the contractor has agreed to haul about 6,000 yards.

“He wants us to let him haul the rest of it at a price of $10 a yard,” Britt said.

He asked supervisors if they want him to negotiate with Ste Bil to haul the material. Some rip rap will be needed.

“The dirt has got to be put in,” Britt said. “The clay gravel, limestone will be put on it and let it settle and come back in the summer and do DBST (Double Bituminous Surface Treatment).”

Britt recommended the county negotiate the price with Billingsley. He said there is about $70,000 left in the account.

County Administrator Tim Powell said the budget had $500,000 as part of the funding and another $300,000. The original contract was for $723,000, he said.

District 1 Supervisor Goston Glover made a motion to let Britt negotiate with Billingsley for the money.

Britt provided updates on a sewer project that needed easements, and on the closeout of Del Stover Drive that ties in to Highway 72, and a sewer problem on Jon Cris Road.

George Zinn III, District 4 supervisor, asked about the progress on McCauley Road Bridge which is under repair with State Aid funds. He said people are ignoring the signs that say the bridge is closed.

Britt said he put up barricades.

A right-of-way easement on the construction of Goat Bridge on Bethlehem Road is still under consideration.

Powell said a part of Barringer Road North near Core 5, a through road, has sunk.

David Johnson said it is connected with Commerce Parkway, owned by I-269 Logistics. Core 5 wants somebody to fix the sunk part of the road.

County Road Manager Mario Jeffries said he wants to make sure it is part of a county road before working to repair the sunk part.

Britt reported that two easements are needed for sewer work along Barringer Road and Coopwood Road, a project connected with the Project Poppy. He said a pre-construction meeting will be held to jump start the treatment facility up to the next level.

Powell asked for board authorization to pay Elliott and Britt:

• $13,188 for engineering on the Blackwater Bridge Project.

• $33,869 for engineering on Hyline Drive sewer project.
