The
Marshall County Board of Supervisors elected Ronnie Joe Bennett
president last week. George Zinn III is vice president for the
four-year term of 2008-2011. The two were elected by a vote of 3 to 2. Following
the election of officers, the board unanimously approved the
reappointment of all lead staff positions, which included – Bill
Renick, director of Marshall County Industrial Development Authority;
Larry Hall, county administrator/road manager; Kent Smith (Smith Whaley
Law Firm), board attorney and public defender; Elliott and Britt,
county engineering consultants; Susie Hill, county comptroller; Jimmye
Dale Green, E-911 coordinator; Monet Autry, justice court clerk; Conway
Moore, zoning director; Etherlene Jones, veterans coordinator; Hugh
Hollowell, fire coordinator/emergency management director; Terry
Jackson, purchasing clerk; Renea Reed, receiving clerk; Tracy Jeffries,
arson investigator; and Gary Anderson, legislative consultant. All employees were retained at their current positions and pay rates as in the budget. Afterward, the board proceeded with a full agenda. Supervisors
approved Meadows Construction Company’s bid of $53,158 for work on the
Mt. Carmel Road water line relocation project. Larry Hall suggested that Elliott and Britt be authorized to examine some subdivision roads. “If not, the county will end up inheriting problems (with the roads) in the future,” he said. The
board approved payment of a bill for lot cleanup at Lee’s Crossing.
Cost of the cleanup will be attached to the owner’s tax roll. Bill Renick reported on several economic development projects around the county that Marshall County IDA is working on. Those
include some prospective buyers or lessees for the Holly Springs
Plastics building; two new projects in Chickasaw Trails Industrial
Park; two projects in Byhalia; and a possible lease agreement for the
use of the GEM building in Byhalia. Consultant
Gary Anderson reported on the progress in Jackson in getting a drug and
alcohol treatment facility in Marshall County. Current developments
indicate a 25-bed facility is likely the one on the drawing board. The
facility will also be able to take mentally ill clients who otherwise
would be kept in the county jail after they have undergone evaluation,
he said. In chancery clerk’s office business,
Chuck Thomas asked for approval of several requests: to spread the 2007
Road and Bridge Inspection on the minutes; to approve renewal of all
2008 freeport warehouse exemption requests; to purchase $4,000 in
postage; to approve compensation for circuit and chancery clerks for
the year; to authorize a person in each county department to sign
purchase requisitions; to authorize disbursement of the second quarter
budget for the tax offices; to authorize compensatory time for three
people in the sheriff’s office; and to approve the claims for $732,714
requested in December. County administrator Larry
Hall reported Mississippi Development Authority approval of DIP funds
for the Exel Project; a letter to proceed with elevator installation at
the Marshall County Historical Museum; the illegal dumping of thirty
55-gallon drums near a creek on Union Valley Road; progress on bridge
construction on Whitten Road and Shipp Road; and debris removal on
South Red Banks Road. Attorney Kent Smith
presented three resolutions pertinent to Local and Private Bills the
county will submit to the 2008 Mississippi Legislature. Supervisors
approved a resolution to fund ICS Head Start up to $50,000 a year for
the next four years; up to $20,000 to support New Hope Village shelter
for the homeless this year; and up to $150,000 a year for four years to
support Northeast Mississippi Community Services.
