NOTICE OF SECOND PUBLIC HEARING ON AMENDMENT TO THE
MARSHALL COUNTY SOLID WASTE
MANAGEMENT PLAN
The Solid Waste Management Authority of Marshall County
(SWMAMC) has recommended the amendment of the Solid Waste Management
Plan to include a Class I Rubbish Site. Marshall County does
not have a Class I Rubbish Site.
Quad County Environmental Solutions, LLC has applied to open
and operate a private rubbish site north of Wingo Road between Quinn
Road and Mt. Carmel Road. The mailing address for Quad County
Environmental Solutions, LLC is 91 Peyton Parkway, Suite104,
Collierville, Tennessee 38017. Subject to the approval of the
SWMAMC, the Marshall County Board of Supervisors and the Mississippi
Department of Environmental Quality (MDEQ).
The facility will accept Class I Rubbish and Class II Rubbish
such as: construction debris; bricks; mortar; stone;
cardboard; natural vegetation; appliances-without motors; furniture;
plastics; glass and metal containers; and wood byproducts, as defined
by MCA § 17-17-3 and the Mississippi Department of Environmental
Quality.
The facility will be located behind the oil storage facility
north of Wingo Road between Quinn Road and Mt. Carmel Road.
Access will be on the truck route used by industries in the
area. The proposed site is in Sections 17 and 20, Township 1
S, Range 4 West, being tax parcel numbers 186-17-002, 186-20-002 and
186-20-003.
The proposed waste management disposal area consists of 146
acres of land which is surrounded by additional property owned by the
members of the Quad County Environmental Solutions, LLC and will also
have buffer zones of vegetation as required by the Marshall County
Zoning Regulations. The total property area owned or
controlled by the applicant including the proposed waste management
area and buffer is approximately 1,000 +/- acres. Access to
the facility will be from Highway 72 or I-69 to Wingo Road and then
private drive. The geographic service area of the proposed
facility includes Marshall County, Mississippi and other counties
within a 50-mile radius of Marshall County, Mississippi.
The facility will be permitted and subject to over-site by the
Mississippi Department of Environmental Quality (MDEQ).
The facility operator is required to be certified by MDEQ.
The public hearing shall be held at the conclusion of the
regularly scheduled Marshall County Board Meeting on Thursday, November
15, 2012 at 5:00 P.M. in Marshall County Courtroom B.
The proposed amendment with site plan and truck route is
available for inspection in the Office of the Chancery Clerk, C.W.
“Chuck” Thomas.
Comments will be accepted in writing or in person at the
public hearing. The deadline for written comments is 5:00
p.m. on Monday, November 26, 2012. Written comments may be
submitted to the Chancery Clerk, C.W. “Chuck” Thomas. The
comments may be personally delivered to the Marshall County Court House
or mailed to: Solid Waste Management Authority of Marshall County, c/o
