TO ALL INTERESTED AGENCIES, GROUPS, AND
PERSONS
On or about September 27, 2012, the
above named Marshall County will request the Mississippi Development
Authority to release funds under Title I of the Housing and Community
Development Act of 1974, amended, for the following project:
Project Description: Construction of
water improvements to serve a new industrial manufacturing facility
within Marshall County, MS at 4593 Cayce Road, Byhalia, MS. 38611.
FINDING OF NO SIGNIFICANT IMPACT
It has been determined that such
request for release of funds will not constitute an action that will
significantly affect the quality of human environment and accordingly,
the above named Marshall County has decided not to prepare an
Environmental Impact Statement under the National Environmental Policy
Act (NEPA) of 1969 (PL 91-190).
The reasons for such decision not to
prepare such a statement are as follows: The proposed activities will
have no adverse effect on the environment and the project will benefit
the area residents by providing water to a new industrial manufacturing
facility that will serve economic development by providing jobs within
Marshall County, MS.
An Environmental Review Record (ERR)
respecting the within project has been completed by the above named
Marshall County which documents the environmental review of the project
and more fully sets forth why such statement is not required.
The Environmental Review record is on file at the address listed above
and is available for public examination and copying between the hours
of 8 a.m. - 5:00 p.m.
No further environmental review of such
project is proposed to be conducted prior to the request for release of
federal funds.
PUBLIC COMMENTS OF FINDINGS
All interested agencies, groups, and
persons disagreeing with this decision are invited to submit written
comments for consideration by Marshall County, P O Box 219, Holly
Springs, and MS. 38635. Such written comments so received
will be considered by Marshall County and Marshall County will not
request the release of funds or take administrative action on the
within named project prior to the date specified in the preceding
sentence.
Marshall County will undertake the
project described above with grant funds from the Community Development
Block Grant Program. Marshall County is certifying to the
State that the Board and Ronnie Joe Bennett in his capacity as
President consent to accept the jurisdiction of the federal courts if
action is brought to enforce responsibilities in relation to the
environmental reviews, and that these responsibilities have been
satisfied under the National Environmental Policy Act of 1969, as
amended.
OBJECTION TO STATE RELEASE
OF FUNDS
The State will accept an objection to
its approval only if it is one of the bases set forth in 24 CRF Part
58.76. Objections must be prepared and submitted in
accordance with the required procedures in 24 CRF Part 58 and may be
addressed to Dana Jones, Bureau Manager, Grants Management CSD, Post
Office Box 849, Jackson, MS 39205-0849, (Attention: Ray Robinson).
Objections to the release of funds on
bases other than those referenced above will not be considered by the
State. No objection received after October 16, 2012 will be
considered by the State.

which a decision by the Office of Geology can be based. You are

matter. All agencies and persons shall have until September
13, 2012, to submit comments, recommendations, or evaluations to the
Office of Geology. Comments by an agency shall include an enumeration

Marshall County, Mississippi is
requesting your bid on all or any of the items, orequipment listed in
the attached specifications.
Bids will be received until Monday,
10:00 A.M., November 5, 2012 and opened immediately thereafter .
Bids are to be submitted sealed and in
duplicate to:

plainly marked in lower left corner.
BRIDGE MAINTENANCE CONSTRUCTION
Prices bid shall be F O.B. Holly
Springs, Mississippi, and must include any pre-delivery and/or set-up
charges, title and inspection where applicable.
No responsibility will attach to any
person or persons employed by the Board forpremature opening of any bid
not properly addressed and the identified as stipulated above.
Bids must be withdrawn upon written
notice or upon telegraphic request receivedfrom bidder prior to the
time and date so designated for the opening by may not bethereafter
withdrawn for thirty (30) days.
The Marshall County Board of
Supervisors reserves the right to determine whichis the lowest and best
bid and to accept or reject any or all bids on any part of any or
allbids based on that determination.
Prices bid shall be firm without
reservation as to change subsequent to date of bidopening and shall
remain so for the duration of the Contract as set forth in
the specifications. In the event that no Item Contract is
involved, orders shall be placed withsuccessful bidder within thirty
(30) days of the bid opening or this clause shall beconsidered void.It
shall be incumbent upon each bidder to understand the specifications as
listed herein and to obtain clarification when necessary.
It is not the intent of the
specifications to limit the bidding to any make or manufacture of
equipment or items of commodity, but rather to select such equipment
and/or commodities to fill a specific need and perform a specific task.
Any reference to name brand equipment or commodities is intended to
establish standards only and bids submitted on equipment and
commodities equal thereto shall be received and considered.
The bidder agrees to all provisions set
forth above and agrees to deliver those items, on which he is the
awarded bidder, in accordance with these instructions.

NOTICE
On December 9, 1999, MARGARET C.
BENNETT, executed a Purchase Money Deed of Trust, recorded in
Marshall County, Holly Springs, Mississippi land records, Land Trust
Deed Book 259, Page 693-694 conveying hereinafter described land to
Lynda M. Davis, Trustee, securing their note to Oliver M. Burch, III.
Debtor defaulted and legal holder
accelerated the note and requested foreclosure.
As Trustee, in lawful hours, at the
South door of Marshall County, Mississippi Courthouse on October 10.
2012, I will sell to highest cash bidder at public outcry the following
land in Marshall County, Mississippi.
Parcel Number 15 of Wilkins Road Farms,
containing 6.15 acres, being in Southwest Quarter of Section 8,
Township 5 South, Range 3 West, Marshall County, Mississippi.

County, Mississippi; said corner being on the South side of the Wilkins
Chapel Public Road, 44.0 feet from centerline; thence run N 00° 30’ W
for 44.0 feet to the center of the Wilkins Chapel Public Road; thence
with said road run N 65° 00’ E for 30.3 feet; thence run N
40°15’ E for 270.6 feet; thence run N 49° 00’ E for 274.5
feet; thence run N 37° 52’ E for 110.0 feet; thence
leaving said road run S 43° 15’ E for 728.0 feet to a steel
post on the South line of the Southwest Quarter of Section 8; thence
with said line run N 89° 50’ W for 975.42 feet to the point of
beginning, containing 6.15 acres more or less.
Less and except 30’ public road right
of way.
Purchaser shall pay his bid in cash at sale. I will convey
