NOTICE OF A TAX INCREASE AND A
PUBLIC HEARING ON THE PROPOSED
BUDGET AND PROPOSED TAX LEVIES
FOR THE CITY OF HOLLY SPRINGS
The City of Holly Springs will hold a
public hearing on a proposed ad valorem tax revenue increase for fiscal
year 2012-2013 and on its proposed budget and proposed tax levies for
fiscal year 2012-2013 on September 13, 2012 at 5:30 p.m. in City Hall.
The City of Holly Springs is now
operating with projected total budget revenue of $6,415,926.65. 17
percent or $1,091,221.06 of such revenue is obtained through ad valorem
taxes. For the next fiscal year, the proposed budget has total
projected revenue of $6,893,025.73. Of that amount, 17 percent or
$1,150,000.00 is proposed to be financed through a total ad valorem tax
levy.
For next fiscal year, the City of Holly
Springs plans to increase your ad valorem tax millage rate by 2.9 mills
from 29 mills to 31.9 mills. This increase means that you will pay more
in ad valorem taxes on your home, automobile tag, utilities, business
fixtures and equipment and rental real property.
Any citizen of the City of Holly
Springs is invited to attend this public hearing on the proposed ad
valorem tax increase, and will be allowed to speak for a reasonable
amount of time and offer tangible evidence before any vote is taken

below:
a. Qualified Prime (General)
Contractors, Subcontractors, and Material Suppliers are required to
register and order bid documents at www.jbhmplans.com.
b. Bid documents are available as paper
prints or as digital copies on CD. Cost of CD (.pdf Format)
is $25 per CD. Bid documents are non-refundable and must be
purchased through the website.
c. Questions regarding website

d. All plan holders are required to
have a valid email address for registration.
e. Partial sets will not be issued.
Proposals shall be submitted in
duplicate only upon the blank proposal forms provided with the
specifications and must be accompanied by Proposal Security in the form
of Certified Check or acceptable Bid Bond in the amount equal to at
least five percent (5%) of the Base Bid; such security to be forfeited
as liquidated damages, not penalty, by any bidder who fails to carry
out the terms of the proposal, execute contract and post Performance
Bond in the form and amount within the time specified. The
Bid Bond, if used, shall be payable to the Owner.
Bids on the Project must be received on
or before the period scheduled for the Project and no bid withdrawn
after the scheduled closing time for the Project for a period of
forty-five (45) days.
All bids submitted in excess of
$50,000.00 by a Prime or Subcontractor to do any erection, building,
construction, repair, maintenance, or related work must comply with the
Mississippi Contractors Act of 1985, by securing a Certificate of
Responsibility from the State Board of Contractors. Each bid,
exceeding $5,000.00, must be accompanied by the Bidder's certified
check or a bid bond, duly executed by the Bidder as principal and
having surety thereon, a surety company approved by the Owner and
signed by an agent, regularly commissioned and licensed to transact
business in Mississippi, in the amount of five percent of the
bid. All bid bonds must be accompanied by the appropriate
Power of Attorney designating the Mississippi Resident Agent.
The Owner reserves the right to reject
any and all bids on any or all projects and to waive informalities.

Notice of Public Sale
The following units will be auctioned
at Barton/Byhalia Ministorage, 3442 Hwy 309 N., Byhalia MS 38611, 19
Fuller St., Byhalia, MS 38611 on Sept. 8, 2012 at 9:00 a.m.
All will be for cash only to the
highest bidder. Successful bidders shall remove all contents from the
premises within 48 hours of sale and broom sweep clean the unit.
Barton/Byhalia Mini Storage reserves
the right to reject any bid and to withdraw any items from the sale.
Tenant has until 5:00 p.m. on Sept. 7, 2012 to pay their outstanding
balance plus a sale fee and remove the contents from the premises at
the time of payment.This sale is being conducted to satisfy a
Landlord’s Lien.
