Additional Instructions to Bidders:
Certificate of Responsibility: The
Mississippi State board of Contractors is responsible for issuing
Certificates of Responsibility to Contractors. To be awarded a Contract
for public work, Sections 31-3-15 and 31-3-21 of the Mississippi Code
1972, Annotated requires a Contractor to have a current Certificate of
responsibility at bid time and during the entire length of the job.
Bid Under $50,000: If a Bidder submits
a bid not exceeding $50,000, no Certificate of Responsibility is
required, a notation stating the bid does not exceed $50,000 must
appear on the face of the envelope, or a Certificate of Responsibility
number.
Bid Over $50,000: Each Bidder
submitting a bid in excess of $50,000 must show its Certificate of
Responsibility number on the bid and on the face of the envelope
containing the bid.
Joint Venture bid: When multiple
contractors submit a joint venture bid in excess of $50,000, a joint
venture Certificate of Responsibility number must be shown on the bid
and on the face of the envelope containing the bid. If the
Multiple-Contractor joint venture has no joint venture certificate of
Responsibility number, each of the Contractors participating in the bid
must indicate their individual Certificate of Responsibility numbers on

Non-Resident Bidder: Must provide a
Certificate of Responsibility issued by the State of Mississippi.
Disqualification of Bidder: A bidder

Conditions of Work: Each Bidder must
fully inform himself of all conditions relating to the construction of
the Project and employment of labor thereon and the specific
requirements of this project’s designation as a Mississippi Landmark.
Failure to do so will not relieve a successful Bidder of obligations to
furnish all material and labor necessary to carry out the provisions of
the Contract. Insofar as possible, the Bidder must employ methods, or
means, which will not cause interruption of, or interference with, the
work of other Bidder, or contractor.
Examination of Site: All Bidders,
including the general Contractor and Subcontractors, shall visit the
building site, compare the Drawings and the Scope of Work Narrative
herein, with any work in place and be informed of all conditions.
Failure to visit the site will in no way relieve the successful Bidder
from furnishing any materials or performing any work required to

without additional cost to the Owner.
Laws and Regulations: The Bidder’s
attention is directed to the fact that all applicable Mississippi state
laws, rules and regulations of all authorities having jurisdiction over
construction of the Project apply to the Contract, including but not
exclusive to Holly Springs Historic Preservation Commission and
Mississippi Department of Archives & History.
Bidding: All bids will be for a lump
sum of all items indicated in Drawings and Scope of Work Narrative; the
lump sum being broken into the following sections, listing the
Contractor or Subcontractor proposed to execute the work: Masonry and
required Carpentry for proposed stabilization work.
Award of Contract(s): Due to the unique
requirements of the work required on a designated Mississippi Landmark,
Preserve Marshall County & Holly Springs, Inc., in their
opinion based upon a Bidder’s past experience with historic properties
and ability to successfully execute this work, reserves the right to
select the Bidder determined as the best qualified for this Project.
Security for Faithful Performance: With
the delivery of an executed Contract, the Contractor will furnish a
surety bond as security for faithful performance to the limit of the
successful bid amount.
Liability Insurance: With the delivery
of an executed Contract, the Contractor will furnish proof of Liability
Insurance for this phase of the work.
Stabilization:
EXTERIOR WALL
The exterior west wall has an inward
bow towards its upper level, causing an outward swelling on either side
of the chimney and appears to be a local fault, possibly caused by
unchecked water infiltration of the wall’s interior structure from the
exterior chimney.
Install stabilizing measures along west
wall and NW/SW corners, prior to conducting a carefully controlled
takedown of destabilized portions of the wall and chimney.
Relay wall and chimney, putting all
original bricks back into service and utilizing an appropriate historic
mix of mortar and a documented historic mortar joint profile.
Restore the chimney cap to its
historically correct profile.
FOOTINGS
1. The loose brickwork at SW corner
needs tuck-pointing with proper mortar and joints.
2. The original 1837 sandstone base is
exposed on the interior, due to past renovation efforts – original
mortar has weak areas and in general, needs to be inspected for
tuck-pointing with proper historic mortar and joint profiles.
3. Past renovation efforts have created
several unsupported holes in the load-bearing walls to over-accommodate
modern plumbing rough-in work (not completed); work needs removal and
holes filled in with original materials with proper mortars and
tuck-pointing.
Masonry
Install support bracing at floor
joists, between 1st and 2nd floor and between 2nd floor and ceiling
joists/rafter connections, prior to controlled partial takedown of
exterior west wall.
Install exterior wall support bracing
at both SW and NW corners as well as lower third of chimney to prevent
load shifting, prior to controlled partial takedown of exterior wall.
Remove intact original window frame and
remaining sash, mark locations and store on site, prior to controlled
partial takedown of exterior wall.
Start at chimney and take down
destabilized areas of wall, as indicated on drawings; rebuilding
chimney to an appropriate historic profile, using bricks matching
originals.
Interior west wall - Dry, failed mortar
joints are to be raked out and tuck-pointed using proper historic
mortar as specified below. Thoroughly clean areas of brick wall to
receive tuck-pointing and plaster.
Exterior west wall - Dry, failed mortar
joints are to be raked out and tuck-pointed using proper historic
mortar as specified.
Exterior west wall - All bricks that
have failed requiring replacement shall be replaced with historic brick
stock on site or historic brick to match existing; submit sample for
approval before work is commenced.
All new mortar joints and tuck-pointing
shall match historic mortar joints in profile, color and texture;
sample joints to be approved prior to commencement of mortar work.
Interior west wall - All bricks that
have failed, requiring replacement shall be replaced with historic
brick stock on site or historic brick to match existing; submit sample
for approval before work is commenced.
Interior west wall – All effort shall
be made to retain as much remaining original plaster in place as is
feasible; unstable plaster to be removed as needed nor as take-down of
wall requires.
Window units removed for this work to
be measured for patterns while stored, to use in windows missing parts
or missing entirely. Re-install window units upon completion of this
work for future door & window rehabilitation to be submitted
for subsequent Landmark Review.
All brick stock required for
replacement of damaged or missing historic brick are to match existing
historic brick and shall be supplied by the Contractor in the lump sum
bid.
Opening of sealed bids will be at a
scheduled meeting of the Preserve Marshall County & Holly
Springs, Inc. Board on Friday, 27 July 2012. Drawings and project
