Jeremiah T. Waldrop and Rachel Waldrop, executed a certain deed of
trust to Charles M. Quick, Trustee for the benefit of Mortgage

BASIS OF AWARD
The award, if made, will be made to the
lowest qualified bidder on the basis of published quantities.
The attention of the BIDDER is directed
to the State and Federal laws governing selection of and employment of
labor.
MINIMUM WAGE RATES for this project
have been predetermined by the Secretary of the Department of Labor in
accordance with the requirements of Federal regulations governing the

The Ida B. Wells Museum is requesting
sealed bids/quotes for the procurement of the following:
To all bidding Contractors:
This building has been designated by
the State of Mississippi through the Department of Archives and History
as a Mississippi Landmark and that all work should be in accordance
with the Mississippi Antiquities Law (39-007-et. al. of the Mississippi
Code, 1972, as amended) and the Secretary of the Interior’s Standards
for the Treatment of Historic Properties.
Deadline for receiving bids/quotes is
Tuesday, November 15, 2011, at 12:00 Noon. Bids/quotes will be opened
on that date and time.
You may pick-up a copy of the bid/quote
form and inspect the museum premises at 220 N. Randolph Street, Holly
Springs, MS 38635, where the equipment will be installed, by contacting
the Curator of the museum or his/her designee by calling 662-252-3232.
Ida B. Wells Museum reserves the right
to reject any and all proposals.
Pre-bidding requirements:
All General Contractors and/or their
sub-contractors bidding for work on this project shall provide evidence
of past successful experience in working with historic properties.
All General Contractors and/or their
sub-contractors contracted to execute work on this project shall
familiarize themselves with the Secretary of the Interior’s Standards
for the Treatment of Historic Properties. Prior to bidding, it is
required that all persons contracted to this project will view an NPS
Powerpoint informational presentation on the Secretary of the
Interior’s Standards for the Treatment of Historic Properties.
All General Contractors and their
painting sub-contractors, prior to bidding are required to view a video
presentation produced by Historic Home Works on “Steam Paint Removal,”
the method being specified in paint removal for this project.
Additional Instructions to Bidders:
Certificate of Responsibility: The
Mississippi State board of contractors is responsible for issuing
Certificates of Responsibility to Contractors. To be awarded a Contract
for public work, Sections 31-3-15 and 31-3-21 of the Mississippi Code
1972, Annotated requires a Contractor to have a current Certificate of
responsibility at bid time and during the entire length of the job.
Bid Under $50,000: If a Bidder submits
a bid not exceeding $50,000, no Certificate of Responsibility is
required, a notation stating the bid does not exceed $50,000 must
appear on the face of the envelope, or a Certificate of Responsibility
number.
Bid Over $50,000: Each Bidder
submitting a bid in excess of $50,000 must show its Certificate of
Responsibility number on the bid and on the face of the envelope
containing the bid.
Joint Venture bid: When multiple
contractors submit a joint venture bid in excess of $50,000, a joint
venture Certificate of Responsibility number must be shown on the bid
and on the face of the envelope containing the bid. If the
Multiple-Contractor joint venture has no joint venture certificate of
Responsibility number, each of the Contractors participating in the bid
must indicate their individual Certificate of Responsibility numbers on
the bid and on the face of the envelope.
Non-Resident Bidder: Must provide a
Certificate of Responsibility issued by the State of Mississippi.
Disqualification of Bidder: A bidder
may be disqualified for any of the following reasons: 1) Bidder being
in arrears on existing Contracts; 2) Bidder being in litigation with
the Owner; or 3) Bidder having defaulted on a previous Contract.
Conditions of Work: Each Bidder must
fully inform himself of all conditions relating to the construction of
the Project and employment of labor thereon and the specific
requirements of this project’s designation as a Mississippi Landmark.
Failure to do so will not relieve a successful Bidder of obligations to
furnish all material and labor necessary to carry out the provisions of
the Contract. Insofar as possible, the Bidder must employ methods, or
means, which will not cause interruption of, or interference
with, the work of other Bidder, or contractor.
Examination of Site: All Bidders,
including the general Contractor and Subcontractors, shall visit the
building site, compare the Drawings and the Scope of Work Narrative
herein, with any work in place and be informed of all conditions.
Failure to visit the site will in no way relieve the successful Bidder
from furnishing any materials or performing any work required to
complete work in accordance with Drawings and Scope of Work Narrative
without additional cost to the Owner.
Laws and Regulations: The Bidder’s
attention is directed to the fact that all applicable Mississippi state
laws, rules and regulations of all authorities having jurisdiction over
construction of the Project apply to the Contract, including but not
exclusive to the Holly Springs Historic Preservation Commission and
Mississippi Department of Archives and History.
Bidding: All bids will be for a lump
sum of all items indicated in Drawings and Scope of Work Narrative; the
lump sum being broken into the following sections, listing the
Contractor or Subcontractor proposed to execute the work: Carpentry;
Masonry; Electrical; Gutters and Downspouts/surface drainage;
Plasterwork; Doors & Windows; and Painting. Note that:
Technology Upgrades, including purchase of prescribed equipment,
specialty wiring and cabinet-work; security upgrades; needed repairs to
one of the existing downstairs (west) system; and new installation of
HVAC package/unit for upstairs as indicated on drawings to be “by

Orientation Room (F):
Fireplace hearth original limestone and
support beneath floor requires no work.
Other notes:
The overall sub-structure appears to be
in good condition and the main house is completely dry underneath. Some
tuck-pointing of original piers and later in-fill between piers is
needed.
The area below the front Portico and
new handicap ramp is very wet, due to improper drainage.
There is some repairs to be done to
HVAC - some ducts are loose from joist-hangers and lack proper
insulation. Verify that there are no loose HVAC connections causing
waste.
Electrical lines need to be upgraded to
current building codes.
Need to verify if there are any
abandoned gas lines that are not capped off properly and presently
leaking.
1st Floor
Floors/carpets
Remove all carpets from floors and
stairway, to assess condition of wood floors beneath for rehabilitation.
Remove finish from all 20th century
wood floors and lightly screen, then refinish with approved stain and
polyurethane coating for high traffic areas.
Wallpapers
Historic preservation consultant to
analyze all wallpapers to determine approximate period of installation.
Contractor is to remove all wallpapers
determined as not of historical period, based on unit cost for removal,
subject to approval by Ida B. Wells Museum Board and MDAH
Stabilize any original papers for
future conservation - “by others”.
Assess plaster beneath, after removing
papers.
Analyze all wall paint colors to

Bidding contractors are required, prior
to bidding, to use the specified steam removal method in order to
establish a unit cost for bidding; bids given without prior testing
