Public Notice
The Marshall County Planning Commission will meet for their
regular scheduled meeting on Thursday, August 11, 2011, at 2:00 p.m. in
the Marshall County Zoning Office at 590 Old Highway 78-East, Holly
Springs, Mississippi. The public is invited to attend.
The following requests will be on the agenda:
ITEM 1: James Duran King is requesting to be allowed to
operate a restaurant at the old Alve Place located at 160 Jamison Road.
The business hours will be Thursdays thru Sundays from 7:00 p.m. until

Rogers Group, Inc. – Marshall County Asphalt at 100
Heritage Drive, Holly Springs, MS 38635 has applied to the
Mississippi Department of Environmental Quality (MDEQ) for coverage
and/or modification under MDEQ’s Multimedia Hot Mix Asphalt Facility
General Permit MSR70 to construct and operate an asphalt plant. Such
construction and operation may involve the clearing, grading, and
excavation of land, and will involve the discharge of storm water and
the operation of air emissions equipment during the operation of the
facility.
General Permit MSR70 has been developed to ensure compliance
with all State and Federal regulations.
Facilities granted coverage under this permit and adhering to
the conditions contained therein should operate within State and
Federal environmental laws and standards concerning storm water
discharges and the operation of air emissions equipment.
The staff of the Mississippi Environmental Quality Permit
Board is soliciting all relative information pertaining to the proposed
facility, including public comment, to ensure that the above referenced
facility meets the eligibility requirements of the general permit. An
important element of staff evaluation is public review and comment. The
staff recommendation to the Board, as well as the Board decision, will
be made only after a thorough consideration of all public comments.
Persons wishing to comment upon the proposed determinations
are invited to submit comments in writing to the Chief, Environmental
Permits Division at the Permit Board's address shown above, no later
than thirty (30) days from the date of publication of this notice. All
comments received by this date will be considered in the formulation of
final determinations regarding the application. A public hearing will
be held if the Permit Board finds a significant degree of public
interest in the proposed project. The Permit Board is limited in the
scope of its analysis to environmental impact. Any comments relative to
zoning or economic and social impacts are within the jurisdiction of
local zoning and planning authorities and should be addressed to those
authorities.

Tombigbee – Holly Springs
Resource Advisory Council
to Accept Project Proposals
The Tombigbee-Holly Springs Resource Advisory Committee (RAC)
is seeking applications for projects that would enhance forest
ecosystems or restore and improve land health and water quality on the
Holly Springs and Tombigbee National Forests. The RAC committee will
have nearly $95,000 to spend on projects through the Secure Rural
Schools and Community Self-Determination Act. The
RAC will be funded annually for an additional two years with slightly
declining amounts each year.
The RAC works closely with the Forest Service to recommend
projects that will benefit Forest health, fish, wildlife, soils,
watersheds and other resources; maintain roads, trails, and other
infrastructure; or control noxious weeds. Proposals will be
accepted by both the Forest Service and cities and counties located
within the proclamation boundaries of the Tombigbee and Holly Springs
National Forests.
RAC projects must be located on National Forest System Lands
within the Holly Springs and Tombigbee National Forests or on other
nearby lands if the project will benefit the resources on the National
Forests. Projects can be completed by Forest Service personnel, through
partnership agreements or by open-bid contracting with individuals and
corporations.

BASIS OF AWARD
The award, if made, will be made to the lowest qualified
bidder on the basis of published quantities.
The attention of the BIDDER is directed to the State and
Federal laws governing selection of and employment of labor.
MINIMUM WAGE RATES for this project have been predetermined by
the Secretary of the Department of Labor in accordance with the
requirements of Federal regulations governing the expenditure of
FEDERAL AID HIGHWAY FUNDS and are set out in the labor
regulations contained in the proposal.
The Board of Supervisors hereby notifies all bidders that it
will affirmatively insure that in any contract entered into pursuant to
this advertisement, minority business enterprise will be afforded full
opportunity to submit bids in response to this invitation and
will not be discriminated against on the grounds of race, color, or
national origin in consideration for an award.
PLANS AND SPECIFICATIONS are on file in the Office of the
Chancery Clerk of Marshall County, the County Engineer's office and the
Office of the State Aid Engineer, 412 E. Woodrow Wilson
Avenue, Jackson, Mississippi. This project shall be
constructed in accordance with the latest edition of the
Mississippi Standard Specifications for State Aid Road and Bridge
Construction.
PLANS AND PROPOSALS may be secured from Larry L. Britt, County
Engineer for Marshall County, Mississippi, P.O. Box 308, 823 North
Lamar Blvd., Oxford, MS, 38655, 662-234-1763. The Cost is
seventy-five dollars ($75.00) for plans and thirty dollars ($30.00) for
the proposal, non-refundable.
Certified check or bid bond for five percent (5%) of the total
bid, made payable to Marshall County and the State of Mississippi must
accompany each proposal.
Bidders are hereby notified that any proposal accompanied by
letters qualifying in any manner the condition under which the proposal
is tendered will be considered an irregular bid and such proposal will
