therein described, which Deed of Trust is recorded in the office of the
Chancery Clerk of Marshall County, Mississippi in Book 311 at Page 29;
and
WHEREAS, by various assignments on

2010, the Holder of said Deed of Trust substituted and appointed Emily

WHEREAS, default having been made in

Public Notice
The Marshall County Planning Commission
will meet for their regular scheduled meeting on Thursday, March 11,
2010, at 2:00 p.m. in the Marshall County Zoning Office at 590 Old
Highway 78-East, Holly Springs, Mississippi. The public is invited to
attend.
The following requests will be on the
agenda.
ITEM 1: Curtis Foreman at 767 Briscoe
Road is requesting to be allowed to sell used cars and equipment (golf
carts, horse trailers, etc., no construction equipments) at his
property (761 Briscoe Road). If this request is allowed, the cars and
equipments will be placed behind his private fence and will only have 2
to 10 cars at anytime. The property in question contains 17.96 acres
and is zoned R-2.
ITEM 2: Marion Threatt on behalf of
Signal Source, LLC requests to be allowed to construct a 200 foot
monopole communication tower on property owned by Mt. Pleasant Church
of Christ. If this request is allowed, the tower will be placed on the
same parcel as the church and behind the church. The property in
question is lot 25 and 26 of Oak Forest Subdivision, contains 5.80
acres and is zoned C-1.
ITEM 3: Irrie Swopshire has the option
to purchase Lot #15 of Frank Young Subdivision located on Young Road.
She is requesting the Marshall County Planning Commission to be allowed
to place two (2) residences (build a home for herself and place a
mobile home for her parents) on the lot. The property in question
contains three (3) acres and is zoned R-2.
ITEM 4 Barbara Wells Rayford requests
to be allowed to place a second dwelling (single wide mobile home) on
her property located at 54 Williams Road for her daughter, Takita Wells
and her family. The property in questions is Lot #12 of Emmes Estate
Subdivision, contains approximately ten (10) acres and is zoned
Agricultural-Residential.
ITEM 5: Daniel T. Allen requests to be
allowed to place a single wide mobile home (14x72) on his property
located at 2340 Clear Creek Road for he and his new family (Mr. Allen
in planning to get married this summer). If this request is allowed,
the mobile home will not be seen from the road. The property in
question contains 1.5 acres and is zoned Agricultural-Residential.
ITEM 6: Chris Pennington has the option
to purchase 6.8 acres located on Highway 309 South (Watson Community).
He is requesting the Marshall County Planning Commission to allow him
to place propane storage tanks, residential tanks and equipment on the
property. The property in question is zoned Agricultural-Residential.
ITEM 7: Milton Flinn requests to be
allowed to move a house (approximately 1175 heated sq. ft.) on his
property, Lot #4 of Moore Plantation Subdivision located on Highway 309
South. The property in question contains approximately 1.9 acres and is
zoned R-E.
ITEM 8: Marilyn Campbell at 1999
Hernando Road requests to be allowed to keep a mobile home on the
property that was allowed several years ago. The previous exception was
for her mother, Mary Campbell, as she needed someone close to help
around the home and yard. However, Mrs. Campbell died and now Marilyn
is requesting to be allowed to keep the mobile home on the property due
to both financial and medical reasons. Financial, in that she does not
have the money to move the mobile home and medical that her health has
deteriorated so that she is not able to do the necessary day to day
activities without some help. The property in question is zoned R-2.

In accordance with the National
Environmental Policy Act, the Council on Environmental Quality
regulations for implementing NEPA (44 CFR Parts 1500 through 1508) and
the HHS General Administration Manual Part 30 Environmental Protection
(February 25, 2000), HRSA has determined that the proposed Mount
Pleasant Family Health Clinic will have no significant adverse impact
on the quality of the human environment. As a result of this
FONSI, an Environmental Impact Statement will not be prepared.
The Health Resources and Services
Administration (HRSA) of the Department of Health and Human Services
(HHS) provides discretionary grant and cooperative agreement awards to
support health centers to expand their capacity to provide primary and
preventive health care services to medically underserved populations
nationwide.
Northeast Mississippi Health Care, Inc.
has applied for a grant under the CIP initiative. The
applicant proposes to use CIP funds to construct a new 2500
square foot health care clinic at the location of its existing Health
Care Clinic located at 154 Mt. Pleasant Road, in Mt. Pleasant,
Mississippi. The applicant has submitted an Environmental Assessment
(EA) that documents impacts of the proposed action. This EA
is incorporated by reference into the FONSI.
Additional project information is
contained in the Environmental Assessment for this project, which is on
file at the following address for public examination upon request
between the hours of 8:00 a.m. and 5:00 p.m., Monday through
Friday.
