NOTICE OF AVAILABILITY OF AN
ENVIRONMENTAL ASSESSMENT
The USDA, Rural Utilities Service has
received an application for financial assistance from the City of Holly
Springs. As required by the National Environmental Policy Act and
agency regulations, the Rural Utilities Service has prepared an
Environmental Assessment that evaluated the potential environmental
effects and consequences of the proposal. This notice announces the
availability of the Environmental Assessment for public review and
comment.
The proposed Wastewater Treatment
Improvements Project will serve all of the City of Holly Springs
wastewater customers. The project shall consist of installing surface
aerators, replacing existing synthetic baffle, sand filters and
chlorinator/de-chlorinator chamber. These improvements will
allow the City of Holly Springs to meet the NPDES Permit as issued by
the Mississippi Department of Environmental Quality, December 2009. The
project is located southwest of the corporate limits of Holly Springs
and west of Mississippi Highway 78, known as Rocky Mountain Lagoon.
Copies of the Environmental Assessment
are available for review at the Rural Development Area Office in

BASIS OF AWARD
The award, if made, will be made to the
lowest qualified bidder on the basis of published quantities.
The Board of Supervisors hereby
notifies all bidders that it will affirmatively insure that in any
contract entered into pursuant to this advertisement; minority business
enterprise will be afforded full opportunity to submit bids in response
to this invitation and will not be discriminated against on the grounds
of race, color, or national origin in consideration for an award.
PLANS AND SPECIFICATIONS are on file in
the Office of the Chancery Clerk of Marshall County, the LSBP
Engineer's office and the Office of the State Aid Engineer, 412 E.
Woodrow Wilson Avenue, Jackson, Mississippi. This project
shall be constructed in accordance with the latest edition of the
Mississippi Standard Specifications for State Aid Road and Bridge
Construction.
PLANS AND PROPOSALS may be secured from
Larry L. Britt, LSBP Engineer for Marshall County, Mississippi, P.O.
Box 308, 823 North Lamar Blvd., Oxford, MS, 38655,
662-234-1763. The Cost is seventy-five dollars ($75.00) for
plans and thirty dollars ($30.00) for the proposal, non-refundable.
Certified check or bid bond for five
percent (5%) of the total bid, made payable to Marshall County and the
State of Mississippi must accompany each proposal.
Bidders are hereby notified that any
proposal accompanied by letters qualifying in any manner the condition
under which the proposal is tendered will be considered an irregular
bid and such proposal will not be considered in making the award.
