Prevention/Intervention Youth Development Program
Mississippi Department of Human Services
The Mississippi Department of Human Services (MDHS) will accept sealed
proposals during business hours of 8:00 a.m. - 4:30 p.m. until July 8,
2009, at the MDHS State Office Building Lobby, 750 North State Street,
Jackson, MS 39202, or by mail at P.O. Box 352, Jackson, MS 39205-0352,
for the purpose of soliciting proposals from interested parties who can
most effectively and cost-efficiently administer
Prevention/Intervention Youth Development Programs in community-based
settings to prevent and reduce at-risk behaviors among youth ages 6-18
(19-21 year olds if they do not have a high school diploma or GED) and
low-income families to prevent, or break the cycle of, welfare
dependence. Services/activities shall include, but are not
limited to, reducing and preventing out-of-wedlock pregnancies,
prevention/intervention/reduction of substance abuse (use of alcohol,
drugs and tobacco products) and prevention/reduction, other behaviors
that prevent the attainment of a high school diploma or GED.
The eligible organization must have an established statewide Youth
Development Program that currently works with young people from
disadvantaged economic, social and family circumstances in
Mississippi. The lead agency must be licensed to work and
have an office in Mississippi.

BASIS OF AWARD
The award, if made, will be made to the lowest qualified bidder on the
basis of published quantities.
The attention of the BIDDER is directed to the State and Federal laws
governing selection of and employment of labor.
MINIMUM WAGE RATES for this project have been predetermined by the
Secretary of the Department of Labor in accordance with the
requirements of Federal regulations governing the expenditure of
FEDERAL AID HIGHWAY FUNDS and are set out in the labor regulations
contained in the proposal.
The Board of Supervisors hereby notifies all bidders that it will
affirmatively insure that in any contract entered into pursuant to this
advertisement, minority business enterprise will be afforded full
opportunity to submit bids in response to this invitation and will not
be discriminated against on the grounds of race, color, or national

PLANS AND SPECIFICATIONS are on file in the Office of the Chancery

Trust to William F. Schneller, Trustee, for the benefit of First State
Bank, which Deed of Trust is filed for record in Deed of Trust Book

Mississippi Department of Human Services
The Mississippi Department of Human Services (MDHS) will accept sealed
proposals during business hours until 4:30 p.m. on July 17, 2009 at the
MDHS State Office Building Lobby, 750 North State Street, Jackson, MS
39202, or by mail at P. O. Box 352, Jackson, MS 39205-0352, for the
purpose of soliciting proposals from interested parties who can most
effectively and cost-efficiently administer
At-Risk Youth Programs in disadvantaged communities in
Mississippi to prevent and reduce at-risk behaviors among youth, ages
10-15, in low-income families to prevent, or break the cycle of,
welfare dependence. Services/activities shall include, but
are not limited to, reducing and preventing out-of-wedlock pregnancies,
prevention/intervention/reduction of substance abuse (use of alcohol,
drugs and tobacco products) and prevention/reduction, other behaviors
that prevent the attainment of a high school diploma or GED.
The eligible organization must have an established At-Risk Youth
Program that currently works with young people from disadvantaged
economic, social and family circumstances in Mississippi.
Eligible organization must have a nonprofit status and shall be
required to provide a copy of the 501 (c) (3) status with their
proposal.

SOUTH PARALLEL TAXIWAY EXTENSION
FAA AIP Project No. 3-28-0033-011-2009
Separate sealed BIDS for the construction of a SOUTH PARALLEL TAXIWAY
EXTENSION, will be received by the Marshall County Industrial
Development Authority, hereinafter referred to as the OWNER, at 520 J.
M. Ash Drive, Holly Springs, MS 38635, until 2:00 P.M., local time,
July 7, 2009. BIDS will then be publicly opened and read
aloud. Bids received after this time will not be accepted and
will be returned unopened.
Project includes approximately 1800 linear feet of taxiway extension
(asphalt) at the Holly Springs-Marshall County Airport, with associated
clearing and grubbing, earthwork, drainage and taxiway lighting.
A Pre-Bid Conference will be held at 2:00 P.M., local time, June 17,
2009 at the Marshall County Industrial Development Authority Office,
520 J. M. Ash Drive, Holly Springs, MS 38635.
Total Contract Time for completion of the work is ninety (90) working
days. All project work shall be substantially completed
within the stated timeframe. Liquidated damages for delay
will be in the amount of $600.00 per calendar day that the project
remains incomplete after the specified completion time.

separate performance and payment bonds payable to the OWNER.
Each bond shall be in an amount equal to 100% of the Contract Price as
security for CONTRACTOR'S faithful performance and payment of all
obligations under the Contract Documents.
No BID may be withdrawn by the BIDDER within ninety (90) days after
actual date of opening thereof.
BIDS in the case of corporations not chartered in MS, must be
accompanied by proper certificate evidencing that such corporation is
authorized to do business in the State of Mississippi.
Bids are to be based upon prevailing wages in Marshall County,
Mississippi; and in no case are wages considered less than those
predetermined by the Secretary of Labor, a schedule of which is
contained in the Contract Documents.
The Successful BIDDER whether a resident or nonresident shall be
required to comply with all City, County and State licensing and/or
permit laws.
Any contract(s) awarded pursuant to this ADVERTISEMENT FOR BIDS may be
funded in part by a grant from the U.S. Department of Transportation,
Federal Aviation Administration. Neither the United States
nor any of its departments, agencies or employees is or will be a party
to this ADVERTISEMENT FOR BIDS or any resulting contract.
This procurement will be subject to regulations contained in Airport
and Airway Department Act of 1982, as amended. This project is subject
to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise
Participation. The owner has established a contract goal of 11.14
