Requests for Proposals (RFP) for the
Mississippi Abstinence Education Program
Mississippi Department of Human Services
The Mississippi Department of Human Services (MDHS) will accept sealed
proposals during business hours of 8:00 a.m. - 5:00 p.m. until August
13, 2007, at the MDHS State Office Building Lobby, 750 North State
Street, Jackson, MS 39202, or by mail at P.O. Box 352, Jackson, MS
39205-0352, for the purpose of soliciting proposals from interested
parties to educate young people and create an environment within
communities that supports teen decisions to postpone sexual activity
until marriage. Acceptable applications must be designed to provide
abstinence (only)-until-marriage education as defined by Section
510(b)(2) of the Title V Social Security Act, for those most likely to
bear children out of wedlock.
This Requests for Proposals (RFP) can be picked up at the MDHS State
Office, downloaded from the MDHS website @ MDHS.state.ms.us or obtained
by mail upon request to:

TAKEN UP for consideration by the Board of Supervisors of Marshall
County, Mississippi is the issue of the creation of the Cayce Area Fire
Protection Grading District. After a discussion on the
matter, Supervisor Taylor offered and moved for the adoption of the
following resolution:
RESOLUTION OF THE BOARD OF SUPERVISORS OF MARSHALL COUNTY, MISSISSIPPI
DECLARING THE INTENT OF THE BOARD OF SUPERVISORS TO INCORPORATE THE
CAYCE AREA FIRE PROTECTION GRADING DISTRICT AS A FIRE PROTECTION
GRADING DISTRICT PURSUANT TO SECTION 19-5-215, ET. SEQ. OF THE
MISSISSIPPI CODE OF 1972, AS AMENDED, EFFECTIVE AUGUST 6, 2007 AT 10:00
A.M. AND FOR RELATED MATTERS.
The Board of Supervisors of Marshall County, Mississippi (the Board),
acting for and on behalf of Marshall County, Mississippi (Marshall
County) hereby finds, determines and adjudicates as follows:
1. A petition for the incorporation of a fire protection grading
district has been filed with the Board pursuant to Section 19-5-217 of
the Mississippi Code of 1972, as amended.
2. Said Petition was presented to the Board at its July 9, 2007 meeting
and has been received and filed accordingly.
3. As required by law, the Board hereby fixes a time and place for
public hearing to be held upon the question of the public convenience
and necessity of the incorporation of the proposed fire protection
district solely for the purposes of fire protection grading.
4. The public hearing is hereby set for August 6, 2007 at 10:00 a.m. in
the Board Room of the Marshall County Board of Supervisors located at
103 B Market Street, Holly Springs, Mississippi.
5. The Board hereby finds that the public convenience and necessity
requires the creation of a fire protection grading district to enable
the Mississippi State Ratings Bureau to grade the district according to
its fire insurance grading schedule.
6. The Board hereby adopts and incorporates the allegations contained
within the Petition filed with the Board, a copy of which is attached
to the Board’s July 9, 2007 Resolution.
7. The Board hereby designates the name of the proposed district as the
“Cayce Area Fire Protection Grading District” (the
District).
The Board hereby designates the territorial limits of the District as
follows:
Beginning on the North boundary of Marshall County at a point where the
Trunkline Pipeline crosses the County's North boundary in Section 17,
Township 1 South, Range 4 West; thence East along Marshall County's
North boundary to the East boundary of Section 14, Township 1 South,
Range 3 West; thence South to the Southeast corner of the Northern half
of Section 23, Township 1 South, Range 4 West; thence Southeast to the
center of the Eastern side of the Northwest quadrant of Section 30,
Township 1 South, Range 3 West; thence South to the Southeast corner of
the Northwest quadrant of Section 6, Township 2 South, Range 3 West;
thence West to the center of the South side of the Northeast quadrant
of Section 1, Township 2 South, Range 4 West; thence South to the
Coldwater River in Section 24, Township 2 South, Range 4 West; thence
Northwest along the Coldwater River to a point where the river
intersects with the Trunkline Pipeline in Section 1, Township 2 South,
Range 5 West; thence Northeast along the Trunkline Pipeline to the
point of beginning.
The area is more particularly depicted on the attached Exhibit
“A”.
8. The Board hereby directs the Clerk to cause a copy of this
Resolution to be published in The South Reporter and The Pigeon Roost,
newspapers having general circulation in Marshall County and within the
proposed district. This Resolution shall be published once a
week for at least three consecutive weeks before August 6,
2007. The first publication shall be made not less than 21
days before August 6, 2007 and the last publication shall be made not
more than 14 days before such date.

seconded the motion and the matter was put to vote with the result as
