We have made a study and evaluation of the central
purchasing system and
inventory control
system of Marshall County,
Mississippi, as of and for the year ended September 30,
2006. Our
study and evaluation included tests of
compliance of the Purchase Clerk and Inventory Control Clerk records
and such other auditing procedures as we considered necessary in the
circumstances.
The Board of Supervisors of Marshall County, Mississippi
is
responsible
for establishing and maintaining a central purchasing system and
inventory control system in accordance with Sections 31-7-101 through
31-7-127, Miss. Code Ann, (1972). In addition, the Board of Supervisors
is responsible for purchasing in accordance with the bid requirements
of Section 31-7-13, Miss. Code Ann. (1972). The Board of Supervisors of
Marshall County, Mississippi has been established centralized
purchasing for all funds of the county and has established an inventory
control system. The objective of the central purchasing
system is to provide reasonable, but not absolute, assurance that
purchases are executed in accordance with state law.
Because of inherent limitations in any central
purchasing
system and
inventory control system errors of irregularities may occur and not be
detected. Also, projection of any evaluation of the system to
future periods is subject to the risk that procedures may become
inadequate because of changes in conditions or that the degree of
compliance with the procedures may deteriorate.
In our opinion, Marshall County, Mississippi, complied,
in all
material
respects, with state laws governing central purchasing, inventory and
bid requirements.
The accompanying schedules of (1) purchases not made
from the
lowest
bidder, (2) emergency purchases, and (3) purchases made
noncompetitively from a sole source are presented in accordance with
Section 31-7-115, Miss. Code Ann. (1972). The information
contained on these schedules has been subjected to procedures performed
in connection with our aforementioned study and evaluation of the
purchasing system and, in our opinion, is fairly presented when
considered in relation to that study and evaluation.
This report is intended for use in evaluating the
central
purchasing
system and inventory control system of Marshall County, Mississippi,
and is not intended to be and should not be relied upon for any other
purpose. However, this report is a matter of public record
and its distribution is not limited.

The Marshall County Planning Commission will meet for
their
regularly
scheduled meeting on Thursday, July 12, 2007, at 2:00 p.m. in the
Zoning Office at 590 Old Highway 78-East, Holly Springs, Mississippi.
The public is invited to attend.
The following requests will be on the agenda:
ITEM 1: Mr. Woodrow Faulkner, Jr., requests to be
allowed to
operate an
ATV (four wheelers) recreation park at his property located on Whitten
Road. If this request is allowed, Mr. Faulkner stated the four wheeler
events will be held only three (3) times a year and on Sundays after
church. The property in question contains approximately five (5) acres
and zoned Agricultural.
ITEM 2: Ms. Dallas Calvillo has the option to purchase
some
property
from Ethel Hadden located at 299 Rayford Road (Lot #32 and 33 of County
View Farms Subdivision). She is requesting to be allowed to place a
single wide mobile home on Lot #33 of County View Farms Subdivision.
The property in question contains approximately 3.85 acres and zoned

ITEM 3: Mr. Don Locke on behalf of American Family

ITEM 5: Rezoning Hearing for Loyal Featherstone -

at 3:00
p.m. (TABLED FROM JUNE 14, 2007 MEETING).
ITEM 6: New Way of Living Baptist Ministry Church
requests to
be
allowed to construct a new church on property located on Cayce Road
(near The Grove at Cayce). The property in question contains 5.01 acres
and is zoned R-2.
ITEM 7. Mrs. Janice Jenkins at 6480 Tate-Marshall Road
requests to be
allowed to place a second dwelling (single wide mobile home) on her
property for her parents. The property in question is Lot #1 of Hickory
Hills Farms Subdivision, contains 20.85 acres and zoned Agricultural.
ITEM 8: Mr. Daniel Dotson at 5866 Marianna Road requests
to be
allowed
to build a shop on his property (located next to his house) to maintain
his trucks and equipment for his business. The property in question
contains seven (7) acres and is zoned Agricultural.
ITEM 9: Ms. Diane Goodwin presently lives in a single
wide
mobile home
on her property located at 347 Lee Creek Road (Lot #5 of Ridgefield
Subdivision) and she wants to build a house. She is requesting the
Marshall County Planning Commission to allow her two (2) years to build
the house (the mobile home will be moved off the property after the
completion of the house). The property in question contains 2.40 acres
and zoned R-2.
ITEM 10: Mr. and Mrs. James (Pete) Roberson request to
be
allowed to
operate a flea market at their property (Victoria Mini
Storage’s) located at 1100 Skating Rink Road. If this request
is allowed, the flea market will be open from 8:00 a.m. - 5:00 p.m.,
Thursdays - Saturdays. The property in question is zoned C-1
(commercial).
