We have made a study and evaluation of the central purchasing system and inventory control system of Marshall County, Mississippi, as of and for the year ended September 30, 2005. Our study and evaluation included tests of compliance of the Purchase Clerk and Inventory Control Clerk records and such other auditing procedures as we considered necessary in the circumstances.
The Board of Supervisors of Marshall County, Mississippi is responsible for establishing and maintaining a central purchasing system and inventory control system in accordance with Sections 31-7-101 through 31-7-127, Miss. Code Ann, (1972). In addition, the Board of Supervisors is responsible for purchasing in accordance with the bid requirements of Section 31-7-13, Miss. Code Ann. (1972). The Board of Supervisors of Marshall County, Mississippi has been established centralized purchasing for all funds of the county and has established an inventory control system. The objective of the central purchasing system is to provide reasonable, but not absolute, assurance that purchases are executed in accordance with state law.
Because of inherent limitations in any central purchasing system and inventory control system errors of irregularities may occur and not be detected. Also, projection of any evaluation of the system to future periods is subject to the risk that procedures may become inadequate because of changes in conditions or that the degree of compliance with the procedures may deteriorate.
In our opinion, Marshall County, Mississippi, complied, in all material respects, with state laws governing central purchasing, inventory and bid requirements.
The accompanying schedules of (1) purchases not made from the lowest bidder, (2) emergency purchases, and (3) purchases made noncompetitively from a sole source are presented in accordance with Section 31-7-115, Miss. Code Ann. (1972). The information contained on these schedules has been subjected to procedures performed in connection with our aforementioned study and evaluation of the purchasing system and, in our opinion, is fairly presented when considered in relation to that study and evaluation.
This report is intended for use in evaluating the central purchasing system and inventory control system of Marshall County, Mississippi, and is not intended to be and should not be relied upon for any other purpose. However, this report is a matter of public record and its distribution is not limited.

1. Finding
Senate Bill 2857, passed in 2001 Regular Session, effective March 29, 2001, allows the Board of Supervisors to acquire one or more credit cards which may be used by members of the Board of supervisors and county employees to pay expenses incurred by them when traveling in or out of the state in the performance of their official duties. Detailed records of all authorized cards are to be kept by the chancery Clerk or Purchase Clerk. No such records are kept by any one person.
Recommendation
The Chancery Clerk of Purchase Clerk should have a complete record of each credit card and the receipts associated with each and present a monthly report to the Board of Supervisors.

REQUEST FOR PROPOSALS TO
PROVIDE ENGINEERING SERVICES
This is a Request for Proposals to provide Engineering Services for a Community Development Block Grant (Public Facility-Water Project) for the Town of Potts Camp, MS.
You are invited to submit a proposal in accordance with this request to the Town of Potts Camp, P O Box 57, Potts Camp, MS 38659, not later than 1:00 p.m. on July 3, 2007. Proposals shall be marked on the outside as “Proposal for Engineering Services/FY 2007-CDBG. Information concerning the proposals may be obtained by calling (662) 728-6248 ext 302.
The contract will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the Town of Potts Camp, price, and other factors considered. The factors to be considered in evaluation of proposals and their relative importance are set forth (below in instruction to Bidder).
The Contractor shall perform all the necessary engineering services to properly carry-out the activities in the project, in accordance with State and HUD prescribed rules, regulations, policies, and State law. The project includes the following activities.
Prepare plans and specifications for project
Construct and distribute bid packets (insuring that all Federal and State requirements
are met in contract preparation).
Assist in bid opening and prepare bid tabulation
Conduct pre-construction conference with contractor, and staff representatives,
documenting files with minutes of meeting.
Conduct work in-progress inspections giving periodic reports to the Town and
approving any and all partial payment requests.
The contract will be on a fixed price basis. Those desiring
consideration should submit proposals by the time and date
above stated and must include the following:
Qualifications- List of qualifications of each staff person assigned to
project.

2) Experience - Information regarding the experience of the firm. This information should include types of project activities undertaken. (40 points)
3) Capacity for Performance - Identify the number and title of staff available to be assigned to provide services. (20 points)
All proposals will be rated on the above system to determine the best
offeror.
Proposals will be reviewed by the Mayor & Board of Aldermen using the above selection criteria the Board will assign points to each criteria based on the content of the proposal. Negotiations will be conducted to determine a mutually satisfactory contract with the firm receiving the highest accumulated points, as rated by the Board. If a mutually satisfactory contract cannot be negotiated with the firm, the firm will be requested to submit a best and final offer in writing; and if a contract cannot be reached after the best and final offer, negotiations will be initiated with the subsequently listed firm in order of rating. This procedure will be continued until a mutually satisfactory contract has been negotiated. In addition to reaching a fair and reasonable price for the required work, the objective of negotiations will be to reach an agreement on the provisions of the proposed contract including scope and extent of work, and other essential requirements.
The Town reserves the right to reject any and all proposals.

TO: ANYONE CLAIMING AN INTEREST IN THE SUBJECT PROPERTY DESCRIBED HEREIN, THE UNKNOWN HEIRS OF JAMES LAWRENCE WHITE; THE UNKNOWN HEIRS OF LOUIS WHITE; THE UNKNOWN HEIRS OF JOYCESTINE ROBERTSON; THE UNKNOWN HEIRS OF DANIEL H. WHITE; THE UNKNOWN HEIRS OF GIRLIE MAE WHITE; THE UNKNOWN HEIRS OF ROBERT WHITE; THE UNKNOWN HEIRS OF DENEEN GRAY; THE UNKNOWN HEIRS OF PATRICIA GRAY; THE UNKNOWN HEIRS OF DENISE GRAY HUNT; THE UNKNOWN HEIRS OF ETHEL WHITE; THE UNKNOWN HEIRS OF LUCY D. You have been made a Defendant in the suit filed in this Court by Louis
White, et al. seeking to Quiet and Confirm Title on the subject
property being described as follows:
TRACT 2 of that property described in Partition Deed as beginning 13
1/3 chains south of the Northeast corner of Section Twenty-two (22),
Township Four (4) South, Range Two (2) East, running thence west 45
chains, thence south 13 1/3 chains thence east 45 chains to the eastern
boundary of said Section; thence North 13 1/3 chains to the beginning,
aggregating 60 acres, more or less.
There are no other Defendants in this action other than the
person or persons who are the subject of this summons.
You are required to mail or hand deliver a written response to the Complaint filed against you in this action to Fred M. Belk, Jr., Attorney at Law, whose address is P. O. Box 307, Holly Springs, Mississippi 38635.
YOUR ANSWER MUST BE MAILED OR DELIVERED NOT LATER THAN THIRTY DAYS AFTER 14th DAY OF JUNE, 2007, WHICH IS THE DATE OF THE FIRST PUBLICATION OF THIS SUMMONS. IF YOUR ANSWER IS NOT SO MAILED OR DELIVERED, A JUDGEMENT BY DEFAULT MAY BE ENTERED AGAINST YOU FOR THE MONEY OR OTHER RELIEF DEMANDED IN THE COMPLAINT.
