BALLOT LANGUAGE FOR PROPOSED

INITIATIVE MEASURE NO. 22

State law permits citizens to propose amendments to the Mississippi Constitution through the initiative process. Before the sponsors of an initiative begin circulating petitions, the Secretary of State's Office is required to publish the ballot title and ballot summary of the proposed initiative in a newspaper or newspapers of general circulation throughout the state. References: Section 273, Mississippi Constitution of 1890. Miss. Code Ann. Sections 23-17-1 through 23-17-61. The earliest election at which this proposed initiative may be voted upon is the November 6, 2007, general election.

BALLOT TITLE

Should the Mississippi Constitution be amended to adopt legal standards defining and protecting human life as provided in Initiative #22?

BALLOT SUMMARY

Initiative #22 would amend the Mississippi Constitution to require legal recognition that human life begins and is protected at the moment of conception, and to forbid taking the life of a person by aiding a suicide attempt or by depriving an unborn person of life. “Person” would be defined (without regard for conditions such as race, sex, age, health, function or dependency) to include all stages of biological development from conception until natural death.

The Marshall County Planning Commission will meet for their regularly scheduled meeting on Thursday, February 9, 2006, at 2:00 p.m. in the Zoning Office at 590 Old Highway 78-East, Holly Springs, Mississippi. The public is invited to attend.

The U.S. Army Corps of Engineers, Vicksburg District, pursuant to Section 89-2-7 of the Mississippi Code, hereby gives notice that the land and water contained within the boundaries of Sardis Lake in Marshall, Lafayette and Panola Counties, Mississippi, are open to the general public for outdoor recreational use. These project provides an array of recreational opportunities, including but not limited to hunting, fishing, boating, sailing, scuba diving, water skiing, swimming, pleasure driving, nature studies, camping with or without electricity, picnicking, horseback riding, hiking, motorcycling, archery, etc. Shower facilities, restrooms, boat launching ramps, trailer sanitary stations, beach houses, designated swimming areas, fish cleaning stations, drinking water and picnic shelters are also available.

Private concessionaires, as well as the Mississippi Department of Wildlife, Fisheries and Parks, also provide outdoor recreational opportunities of a varied nature at this lake.

All of these facilities are open to the general public for their outdoor recreational use. You are strongly encouraged to visit the Lake’s project office or visitor center and familiarize yourself with these recreational opportunities.
